It’s possible, but not on a large-scale operation anymore. They were able to scam a lot of money before because they had a large number of employees, and it was easy for them to recruit since they had a license to operate. Now, if they still insist on operating illegally, their impact likely won’t be as significant, and it wouldn’t result in scams worth millions of dollars.
It is also possible that since the closure of the operation, the government haven't been very stringent with its implementation which could also give access to many people being scammed still yet. If the implementation step is weak, it will amount to a worse form of scamming activities especially since the government have already declared it illegal. There will be no penalty for the perpetrators of such acts. I wish people will become more careful in their dealings with those things.
