the problem is that in the transfer market, several teams are still competing to get players to be recruited and in my opinion, popular teams have a greater chance of getting the player. For example, Girona and Milan are competing to bring in the same player. Of course, the player will consider the more popular team in order to get a bigger career.
But that's just a few small things from this discussion and what is certain is that in january the competition will be more interesting. Because there are 2 certainties between several teams experiencing an increase or even a decrease in performance.
For Girona, I still doubt it, but for Milan, I still believe that this team will have a good increase after bringing in new players in january.
These days there are more stuff to look for than just the team itself. Like for example money plays a bigger role, and Girona could afford to pay more than Milan, thanks to their ownership, the City group. Secondly, a player may know that if they go to Milan, they may just stay there, and moving to a bigger club could be a difficult task, but if they go to Girona, they could go to City next up, if they play great, like Savinho did. So yeah, back in the day Milan was better than Girona and that's why people preferred Milan, and some will still prefer Milan, maybe most would, but some will prefer Girona because of connections.

Football is becoming more and more of a business, and that's why it is making a lot more sense at the moment for players and their agents to take a look at the companies as well. If Milan and Salzburg offers you same money, you may go to Salzburg, because it has bigger potential to go to Leipzig for example, same logic applies there.
