They’re banning casinos that don’t comply with regulations, which means those casinos were operating illegally and weren’t paying taxes anyway. Now, the goal is to make sure everyone who operates must comply with the law and register, which ensures they’ll pay taxes.
In short, this initiative doesn’t drive away taxes; it actually does the opposite.
It's time for their government to take part of those unregulated business, just like what you said they're doing the opposite they wanted to make sure that those facialtating casino places/sites needs to comply with their regulation, and that's will bring them taxes once every casino will comply as they'll be force to follow the government rules.

We do know that government do really not like into those business that operate illegally on which as much as possible these things should be regulated and needing to pay up some tax. It is really just that a common action to take by the government on trying to close down who arent that regulated on which its not surprising that there will be those platforms or business that operates illegaly or having no license because they do really that avoiding on getting taxed. We do know that gambling businesses are profitable business or generates good revenue but we do know that not all will really be having that willing to get licensed and thats why government will really be taking up such action for them to at least getting some taxes and make those places or business to have licenses.
