You have a point, Saudi Arabia has a promising future with the rise, development through investments and improvements in its football infrastructure. There is no point in nations competing in every World Cup if they don't develop their football, this takes decades. There is a whole process of cultural adaptation, children need to grow up playing football as happens in brazil, which was once known as the country of football, exporting legends.
Yes you get my point. This may be off topic but I see Saudi Arabia trying to build and invest in tourism and entertainment to become one of the strongest economies in the world. Saudi Arabia and other middle eastern countries know they can't just keep getting rich by selling oil. Football is the biggest sport in the world so they invest in football even though as far as I know Saudi Arabia doesn't have a football culture in their country. This is the reason why now when the SPL has world elite players the local players are losing out and are bench players. But in the long term I think Saudi Arabia will have a football culture. And with the money they have they can build many international standard football schools and facilities which will help them accelerate to become one of the best countries in football.
