The idea can be adopted but it shouldn't be mandatory. The headache of losing and the problems that some casinos give to their user is enough already.
However, this should be mandatory for beginner gamblers. Gambling addiction can be so tempting, that's why in order to avoid that, we need to stick with these rules and apply them every time we decide to gamble.
