Pakistan is a poor country and PCB wanted to play Pak India match in the Pakistan but Indian government is against Pakistan and they don't want the progress in Pakistan cricket. All teams toured in Pakistan except India and Indian said that Pakistan is not safe country but they didn't give written message.
Indian team is top class team no doubt but Indian government will not take decisions in the favour of Pakistan. Pakistan didn't want hybrid model but India became successful to make hybrid model.But Pakistan country is small country as comparison to India and Most of the viewers are from India . So ICC is recessive in this case and can't take hard action against India because without Indian team tournament Will be enjoyless.
There is no point in complaining too much about this. PCB still receives a good amount in annual funding from the ICC, and most of that money is sourced from India. If the BCCI goes in nuclear mode, then they may even ask the ICC to expel or suspend PCB. And trust me, the ICC will have no other option, but to follow the instructions from the BCCI. None of that is happening, as a middle ground has been found. Also, Jay Shah is quite keen to prove that he can act in a neutral manner.
I think BCCI is not neutral and Jay Shah is also not neutral because there should be penalty for India because in the last World Cup,ICC threat Pakistan when Pakistan was not agree to come in India but Pakistan came due to fear of penalty. And now India became successful to make hybrid model which was point of India, ICC could not be neutral and ICC is dependent on India because they earn money from the viewers of India but now is best time for Pakistan to take step but who will take step?? That is question but there is no result of that because India did not want progress of Pakistan and Pakistan is safest country of the World and all players of the World visited Pakistan but India is jealous from Pakistan but now tournament will be organize in Pakistan and Pakistan will not go to India.
There is no one to talk about it where India gives the most revenue. Moreover, the country who provide large part of revenue ICC must give more importance to them. That is why small countries have to make some concessions. Otherwise, this cricket organization will have nothing to do. If a match between India and Pakistan is still organized, there will be a scope to get a lot of revenue, which is the demand of everyone related to cricket, but if India is not one of the parties, then such a match cannot be organized. However, what I personally find is that if Pakistan can be stronger in cricket than India, then this solution is possible. I do not know what others think about this.
