I believe that Saudi Arabia will fail in their plan to move football from Europe to Saudi. First of all, Saudi is very hot and playing in such a hot temperature is crazy, that's why FIFA WC 2022 was in Winter and not in summer but football players will have to play during the 4 season of the year, where spring, summer and autumn is terribly hot. Also, Saudi Arabia population is 35 million people while the population of EU countries together is 450 million people.
Even with infinite amount of money, they won't be able to do that because football is not part of their culture the way it's of Europe. Moving football from EU to Saudi will take decades, maybe even century(or s).
I think that they are gambling with it and don't care if billions of dollars are wasted in this attempt.
I think it is not necessarily about moving football from Europe to Saudi Arabia, but two major goals are to be pursued:
1) is that they still want their league to become far more competitive and be followed by more fans in the world, turn it into an attractive market and thereby draw more attention to Saudi Arabia as a country and as a place for high quality football.
2) is maybe they still hope that one day there is some type of super league or get together with the UEFA, which would mean that they can compete in the Champions League or a similar, more global and extensive competition.
I think both of it won't become as true as they are hoping for. Europe is too diverse, which makes it so much fun to follow football clubs and watch the Champions League. Every place in the world has some advantages and football as cultural and commercial product in Saudi Arabia is not one of their strength. There might be some potential, but in Europe fans love it to travel to go with their teams around the continent and play the other great teams from other great football nations. That makes a huge difference.
