His VCC seems to have gotten my twitter account permanently banned and he's not replying to any messages i send on telegram (but he reads them)
Your account has been banned because you used Twitter inappropriately, the reason your account was banned is not due to VCCs and there is no such reason for the ban, verify this with Twitter support and prove your claim, do not make unjust confessions, the user has already been answered from Telegram.
