The issue is definitely from the gas fee because already you said you ues $0.8 as gas fee to transfer the asset but is saying insufficient I think you should try and add more dollar and try it again if it will work because anything Bitcoin transaction the fees is always higher, though sometimes it can be lower because it fluctuates alot, however the place you are withdrawing from should have all the information you needed about how much dollar is due for any transaction to be carried out but if there is nothing you can contact there support to be sure in other for you not to be sending and resending again because of repeated insufficient, or perhaps your account palace may not have been up to the amount allowed for minimum transaction.
