Yes, I am sure that what you said is true, which is addiction that triggers various aggressive actions such as borrowing money or even other crazier actions such as stealing or robbing, and of course they are definitely irresponsible gamblers and this is usually caused by gamblers who from the start misunderstood what and how gambling really is, most likely they are too tempted by the name of victory or the chance of victory that makes them interested in getting involved in gambling.

Some general advice that is often said by others such as gambling with the amount of money you can afford to lose, we can actually conclude that gambling is recommended to be done with mature self-preparation to face defeat, and when it turns out that you force yourself to gamble with the funds borrowed, it means that you can conclude that you have deviated from various advice that leads to prevention.
I agree that a gambler's lack of understanding and preparation often leads to making irrational choices such as borrowing money just to continue gambling out of greed for winning big.

Only those with a clear mindset and strict boundaries should gamble because if these are not maintained, it’s better to completely avoid gambling to prevent falling into a cycle of debt and regret.
You are right, self control is very important in maintaining a healthy gambling habit, self control ensures that we understand that gambling is nothing but just a game of luck, and this helps us to know that we shouldn't go out of our way to participate in it.
We can go out of our way to maintain our business and make sure all is going as it should, but gambling is mostly done for fun, and it's improper to give it the same treatment that should be given to our business which Is where our real source of income lies in..

So, for every sensible gambler, it is better to borrow to invest in a business, than borrowing to gamble, this is part of the self control I am talking about, knowing what is more important and placing priorities on that thing.
