If we will ask , where was the bitcoins or digital asset bought, was it not through centralized exchanges and bank transaction?.  If government money is stolen, was it not stolen via banks transfer? Or where they removed physically and then sent into the digital world.

The banks where money where sent from and to should be verified . The central bank should be able to provide all account that had received money from the government account
The government system is the worst and highest supporter of crimes within the nation, and a high level of corruption is the bedrock of every insecurity and financial mismanagement, money laundering is mostly done through the instrumentality of the Banks and the cash currency, much more than it is done through Bitcoin or another cryptocurrency as speculated here, the authority knows about this and there have decided to shift attention from the real problem to face the wrong place if thoroughly the Botswana authority wants to check money laundering, then it should start from the banks using the Bank network to investigate money laundering ratio will give them a clearer idea of what is going on than the crypto that their choose to attack by attributing it to cause of money laundering within the State.
