It is not that some people have not truly made an effort to not be poor but just that the economy is terribly bad and things are not just going their way so regardless of their efforts and the energy they put in, their financial situation has still recorded no change or progress. To some of this people, they are hanging on a thread to not get involved with illegal things just because they are trying to get money, so when giving advise to people in this group, be careful so that your advice does not become you pushing them to get involved with illegal things.
