Technically yes, but big companies have more resources which make them can hire tax professional to reduce the amount they need to pay tax, not to mention they could influence president or other important people to implemenet something that favor on them.

While small companies don't have such privilege, so they're at risk if they not really understand with tax avoidance or they need to pay tax at the normal amount.
