duolingo is fun and makes it extremely easy to be consistent and keep track of your progress but i have never heard anyone say they became fluent with a language because of duolingo

Duolingo is not enough read more books watch media content with that language and most importantly practice talking with native speakers
I agree Apps are not necessarily enough to become fluent, but it is enough to get started. After you get the basics down, watching tv shows, reading books and real world conversations will get you to the next level.
