Why is Europe trying to shoot itself in the foot here?

Look at all the hyperregulations that are strangling European startups and keeping EU innovation levels so miserable when compared with US: we are hyperegulating, so all the interesting startups go where they are nurtured by the legislation and the economy, not punished.
