Indian market is more or less saturated. And given the smaller size of the Indian economy (at least when compared to that in the United States), I don't think that a lot of future growth can be attained. That said, the ICC can gain a lot if they popularize the sport in new markets such as Europe and North America. The 2024 T20I World Cup, which was combinedly hosted by the US and West Indies was a success in terms of revenue, but then ICC lost a lot of revenue as a result of incompetence of the organizers. And also, the lions share of revenue comes from Indian fans in the US (expats), and not from the natives.
Indian market for cricket has grown as much as it can and since India economy is smaller than US there might not be much room for more growth. But International Cricket Council can try to make cricket more popular in new places like Europe and North America. 2024 T20 World Cup which was held in US and West Indies made some money but people in charge made mistakes and lost a lot of money. It was also worth noting that most of money came from Indian people living in US not from local fans. This shows that ICC needs to come up with better plan to get more local fans in these countries interested in cricket.
If cricket can be spread all over the world instead of being confined to a few countries, it is possible to increase the area of cricket. In this case, the steps of ICC can play the most important role. India contributes the largest share of cricket revenue, which is why a kind of leadership attitude can be created among them. But if the cricket world becomes bigger, there will be more viewers, cricket will increase, which can make the cricket market bigger. And this can also end the one country dominance. I am not only in the case of India, but if any country is able to establish a dominance, then ICC can also exert invisible influence. Recently, several principles of ICC have been good, one of them is that they are creating the situation of cricket in places like Europe and America. Although it is time-consuming, it will not be difficult to take cricket to a certain level.
If cricket is included in Olympics then I think the spread of cricket will increase worldwide. Maybe the ICC doesn't think about the Cricket World Cup like the Football World Cup, which is why the ICC always organizes the World Cup with the familiar 8 or 10 teams. If ICC organizes a World Cup with 30 teams or more instead of 10 teams or 12 teams, then people of some countries around the world will follow cricket directly, so ICC will benefit from this aspect and also the popularity of cricket will increase. I don't know what is the problem of ICC if more teams play World Cup tournament, if ICC did not have a problem in this matter then even in 2025 there would not be this limited number of teams in big events like World Cup.
