There can be a number of reasons why no one interfered in this situation and tried to help the women. First, she was on fire so people were afraid that they do not get themselves in the same situation. The second reason maybe that people were afraid that if they tried to help the lady, the investigation agencies might ask questions from them and put them on suspect too.  Shocked

The above are all excuses and the real reason is that people have become selfish these days and they rarely care for others. We are living in a materialized world where the humanity element is decreasing every day.
could it be possible they thought it wasn’t a real person or at least an alive one?

To be fair, it has been reported that the woman did not show any sign of movement or struggle while being put ablaze by the suspect, so there is indeed a reasonable possibility those who witnessed the crime to believe all of it was some kind of sick stunt being played out for whatever reason they did not fully understand at first.
When one first thing about murder, one does not believe someone is going to set other people on fire in the subways system of a city like New York, so misbelief could have played and important factor on the lack of action of those bystanders. Still it is sickening how nobody stepped into help, not even mentioning the suspect managed to scape the scene of the crime easily.

It is just surreal and sad.
