In my opinion, the problem lately for Man City is the finishing, no player can do that right now, Haaland is having a hard time as a striker because there is no reliable passer behind him, because if the problem of ball possession and opportunities for Man City still dominates its opponents, then indeed in the transfer market later Pep must do something by bringing in several players to stabilize the strength of his squad so that it no longer experiences ups and downs in performance in the matches that will be played.
Main reason is their attacking system lack of ability to create enough pressure and quick attacking situation to break opponent's defense system. Haaland did not play well during series of matches in the club crisis but he is slowly coming back. Now other attacking players in Manchester City need to improve and provide Haaland more good key passes, and I believe Haaland will convert good passes to goals for the club.
Don't underestimate ability of Manchester City, they are coming back and will challenge above clubs from Newcastle United, Chelsea, Nottingham Forest to Arsenal. Liverpool are too far and it's not too easily catchable target for Manchester City and I think they don't mind about this opponent too much. Their main target now is a position in top four, then a second position if possible.
