Looks like you quoted the wrong application. 
Its funny because ThemePen never applied for this campaign. I'm trying to think of a situation in which this could happen as an honest mistake, and I just can't see it happening. I mean... can any of you? I'm trying my hardest to be objective about it. This person probably operates a lot of accounts on the forum. Here's something that lends credence to that idea, and to be fair it shows that ThemePen did apply for the campaign in 2022:
This address sent BNB to an address belonging to banned accounts NoorulHuda and gmjutt:
They also both sent BNB to the same address:
So the owner of gmjutt (AKA NoorulHuda) is still active -- not only did they never go away but they've been here with multiple accounts the whole time.

Please, help me understand how these aren't all alts of each other.

Being a community member of Pakistan we really need an other merit source because there are many posts which deserve merits but due to shortage of merits they didn't have any merit. So I support this application and I hope administration will approve this application and make ThemePen a new merit source for our community.
