We all know having an alt-account is within the rules and I suppose that rule might even be stretched to account farming on a small level to industrial scale. Having said that, what the puppeteer does with the sock puppets is the key thing.
Not all that farmed accounts are going to scam via ICO pumps or default on loans, we already know that. It is almost impossible for them to not engage in some form of merit abuse as they occasionally or widely circulate merits when seeking to rank up. Also, by default if/when they reach DT it will create problems. As a precaution to being a farmed account, receiving a neutral tag should not be a problem.
I have given him a neutral tag, which I am going to convert to negative if he doesn't reply to my question. It seems he is not in a mood for now. When, I questioned him about his ability understanding as to how to use Ninja within 7 months time. He went into the silent mode, this is how an alt replies or doesn't replies.
According to my understanding this guy is either genius, that I doubt or he is an alt of one of the legendary accounts from the questioned country. I did see a bump on the service thread when he got offline in a second. 😜
