Windows 7 is obsolete and unsupported by Microsoft since 5 years already...
Bitcoin Core, Riecoin Core is based on, has dropped support for Windows 8.1 and older in their code already.

Please upgrade to Windows 11 or switch to Linux...
Even a Windows 10 1507 from 10 years ago would be enough, and this OS works well on machines from 18 years ago like Core 2 Duos or even some Pentium 4s.
Debian 12 x64 will work on computers as old as the original Athlon 64s from 2003...
This is not much to ask honestly...

If you really want to stay with Windows 7, then try to find something like KernelEx that might run Windows 10+ Applications on Windows 7...
