Here's a work-around, with the chance to screw up big time: "!" in Electrum means "send all". So if you use coin control and use "send to many", you can manually calculate the change, and send it to your own address. Then, send "!" to the receiver's address, and the transaction fee will be removed from his amount. Make sure to use Preview and thoroughly check if it's correct, so you don't send more than intended.
