Legal data is useful for those who want to make transactions above 10 bitcoins, and then OTC market offers better options.
As for @The Change Ltd, the service is still new, they can close it at any time, so the reputation effect will not harm the service, then escrow/POR was necessary.
Coinbase is under the authority of some regulation and behind it are certain named persons, who may bear the legal consequences of the wrong way of doing business. Unlike them, @The Change Ltd is just a website and the most drastic measure that can happen is to shut down the site.
