You need to be a little more specific, in which countries?  In many European countries it's actually the other way around. The unemployment rate is at an all-time low, and a major problem for companies is the lack of qualified labor.

I had the same thought when I first read through that statement. The world hasn't gone bad to that extent where all or even majority of all countries are in a state of joblessness. When we do our findings, we realize that some countries are very much in need of qualified workers as you pointed out.

Skill should be something proper and useful. As far as "online" and computer skills go, such proper ones include programming, website design, digital security experts, graphic designers, ... and all of them can only be counted as skill if the person is actually good at them. For example someone who copies wordpress ready template and calls that "website design" is not categorized as skilled although they can make some money.

Of course, getting a skill isn't just the only thing, but getting something that is proper and useful makes it a real skill. I have seen lots of young tech gurus who are making waves for themselves. Truth is, unemployment rate will still continue to rise in most countries, so taking the decision to get a skill is practically left for someone to make. But identifying a good tech skill is very important, because there are people who confused tech skills for other things. I'm not sure of how making video contents is considered a tech skill, when that social platform can be banned at anytime. So, those who seek skill must be decisive.
