I not surprised the OP failed to mention certain aspects of his case and omitted other parts. As you have made it clear you will not reinstate his account, the OP needs to make up his mind as to whether he will explore other avenues (such as an arbiter) or whether he will accept your decision and move on.
Either way, you have clarified the reason for his predicament therefore the next step is for him to take. Having said that, maybe he will reply contesting the case against him. It will be interesting to follow what he does next.
