What _act_ is trying to say here:
The person that owns the address used vanity address generator to generate the address with high computational power equipment. If the person generated it with the right vanity address generator software, the address is very safe just like the normal bitcoin addresses.
Is that it might not be a burn address, as vanity addresses can be generated and used just like any other bitcoin address.
So, the answer to why "people" are sending to this BTC address, is for the same reason anyone sends/receives bitcoin on any other address (unless you want to do some blockchain analysis), who knows
