Chelsea and Manchester City match are the hardest one and the most difficult to predict in my opinion. Odds are slightly better for Manchester City because they are playing home in Etihad Stadium and because of the positive previous results but Chelsea was weaker back then.
The other game that you mentioned should end with gunners victory even if they are playing away.
Even if Manchester City lost 4-2 to PSG in the Champions League, but Manchester City is the favorite to win its home game against Chelsea. Manchester City have had good form in the Premier League in recent games and that will benefit them, but a poor performance in the Champions League will likely have a negative impact on the team's morale when they meet Chelsea this week.

I suspect the match will end in a draw even though City has a high probability of winning. But if you look at probability, Manchester City's win is more likely to be expected rather than losing or drawing. Chelsea and City will try their best to win 3 points, but it's true, the result of this match is very difficult to predict.
If it was last season I would confidently say that Manchester City will win Chelsea in any meeting, but as long as this season is concerned, Manchester City is no longer that team that is feared by everyone. As I already say and I have been saying continuously, what makes big team to remain big team is their ability to win matches every time. How does this work, when you win a match by very high go margin this week, the people that will face you next week will be emotionally defeated because they will be afraid of the margin of goals you used to score by then you will have the opportunity to win them and the cycle continuous.
But when you are always struggling to win even a small club, the next team that is playing against the will have no iota of fear and will face you squarely and will eventually win you or you will draw. This is how a team used to struggle for a very long time.

Currently, Manchester City is no longer that exceptional team everyone used to know, don't be surprised if they get knocked by Chelsea because the Chelsea of today is just as good as the PSG team I watched days ago.
