As an individual, you can be active, not idle, but engaged in the wrong activities that, even with all your engagement, will not lead to any sort of economic progress.
Instead of just promoting being active, the right thing to promote is being productive. That is what will get the economy going. If all citizens are engaged in activities that actively contributes to the country, that is where real productivity comes from.
I think the government should also make sure that there are available jobs or activities that could keep their citizens engaged and motivated. Because a lot of people do not end up being productive due to low salaries and low morale.
In order to make an activity productive, we must be able to see every opportunity that exists and of course the activity must be able to provide benefits to anyone so that anyone can involve themselves in the activity.
If you just wait for the government and don't do anything that can be done, it will still make someone lazy and have no income and this will certainly make them have problems in meeting their needs, so we must be able to motivate ourselves to be able to continue to change to be better.
If someone expects a high salary, of course they must have skills that have good quality to be able to get a salary that matches the work they do and regarding low morale, of course this will depend a lot on their relationships and also their surroundings.
