Liverpool have already proven that they are the strongest team in the Champions League. Liverpool have won all 7 matches and are at the top of the table. The match against PSV is not important for Liverpool. Even if they lose this match, Liverpool will still be at the top of the points table.
I doubt very much whether Liverpool will give their full effort in this match. Because the next two matches are even more important for Liverpool. Liverpool will play against Bournemouth in the Premier League match. Bournemouth is in great form at the moment. And in the next match, Liverpool will face Tottenham in the semi-finals of the EFL Cup. So I will not be surprised if Liverpool does not give their full effort in the match against PSV.
In the 8th UCL match, Liverpool may not play their main players full time. It is possible that there will be a rotation of players and give playing opportunities to second tier players who need experience playing in the UCL. So I also wouldn't be surprised if Liverpool didn't get maximum results in the 8th match, namely against PSV.
Meanwhile, PSV really needs a win in the match against Liverpool. Because PSV is not yet in a safe position to qualify for the Play-off round. They must secure full points or a draw to get a ticket to the play-off round.

You are right. Since the match is not important for Liverpool. So Liverpool may not play with their best XI in this match. Liverpool may rest some important players in their squad. Liverpool has a very busy schedule this season. So if they want to maintain consistent performance, they should definitely rest the players in less important matches. Otherwise, the risk of injury increases.

The match is very important for PSV. The team is in 19th place in the points table. Qualifying for the playoffs is still uncertain. The team has scored 11 points in 7 matches. So the match against Liverpool is very important for PSV. PSV needs to score points in this match if they want to qualify for the next round.
Psv will face Liverpool. This means that they will most likely lose this match. Psv are doing very well in the Dutch league this year, but what they are unlucky for is that their opponents are in their best form in recent years. They are leaders in the Premier League and have beaten every team in the Champions League. There is also a risk that Barcelona will beat them and they do not want to lose first place. So we can say that it will be an exciting match for both teams. I think Liverpool will win of course as most people show them as favorites.

PSV will have a good chance against Liverpool despite Liverpool being the better team in the champions League competition this season, Liverpool is still unbeaten and they remained one of the teams to win the competition this season but seeing their odd to win against PSV at 3:10 while PSV is favored with the odd of 2.25 we should expect an unexpected outcome of PSG winning the game today.  PSV may not be as strong as Liverpool and their performance compared to them but looking at the chances of Liverpool against Barcelona I don't see Barcelona winning them so I think PSG will have a great opportunity to win them then focus on their next opponent while Liverpool will face Barcelona in their next champions league game. 3odd for Liverpool to win from away is possible but Liverpool will not take this game seriously because they already have the opportunity of qualification even though they lose.

Not sure PSV can beat Liverpool in this game... I think at best it will be a draw... Although I remember recently Feyenoord was able to beat Bayern with a big score... I agree that for Liverpool they don't need to try hard today and they can give other players a chance in this match, but that doesn't mean they won't play to win... In general, today there are many interesting games where 3 points are equally important for the teams...
