Not all Russians are like that, but I think 2/3 of the population is for sure. Negative breeding has been going on since the Soviet era, when smart people are either imprisoned, killed, or leave the country. The USSR and Russia are an empire of lies, and it seems to me that nothing will change in them until the people themselves change.
