How isn't it a scam? Let's say you pay a quota to join a VIP club, where it's said to have pools, gym, turkish bath and a restaurant, but once you arrive on the club, there is nothing else besides an empty soccer field demanding for repairs.

You try to get in touch with the manager to ask what is going on and he just ignores you, or tell you they are doing their best to solve all the pendencies as soon as possible. The money is gone to the managers' pockets already, and you are left with a worthless quota on your hands.
