I don't agree with it either.

I think it's just us being human which is why the number of gambling addicts has grown. We always want more, we are greedy, and let's not deny that. But there are those who can control this greed that's why they can also prevent more losses and even take home a win. Then, there are those who keep their innocence when it comes to gambling which is why they have no trouble at all.
The growth of online casinos and the cheap way to gamble are also big factors today. If people have a hard time gambling because of less access then I don't think there will be many people who will do it.

I think our social exposure has contributed to how people has gamble these days. Back then there was gambling, it was happening physically most often but later, people join the trend online and since crypto came, funding casino was later easy for both people that can access casino and people that were banned in their countries, the social lifestyle and winning show of is why people has become eager to win, "my friend just won $10k from gambling, I will try it too.

There is no moderation in gambling and that's why you see we have huge numbers of gamblers almost every day and more people are getting addicted like it's a normal thing, the government knows this and the casino knows this as well but one is interested in making money from the players and the other is interested in the tax they get from casino, it's a win win for them but loss for the player. This is why moderate gambling is very encourage among gamblers.
