You can send your bitcoin to another address by pasting it address to your Pay to (after click on Send tab).

As stated by nc50lc above your post, OP is using the moblie version of electrum. In the moblie version, there is no "Pay to" field and you should either scan a QR code or tap on "Paste from clipboard" button.
