I suggested a change that wouldn't allow newbies to post links until they have spent some time in the forum in the following thread:

Brand new / Newbie accounts shouldn't be allowed to post links early on

Ealier today a post made me read some post in the "scam accusation" and a lot of the complaints there where from newbies. These are people that were probably not part of the community, but they got scammed or  treated unfairly (according to them) and they had no other way of fighting back or asking for help, so in the course of thei research on how to go about it, they came across the forum. Now imagine newbies can't post URLs, how do you think they will be able to post links to show proofs of their claims?
So aside the fact that it might discourage growth of new users,it will make it difficult for people to plead their case when they cant post URLs.

Regarding the issue OP talked about, the Mods are actually doing a very good job. Most times i get get a notification and immediate i click it so i can report it, you'll see that the post has already been deleted and the. I have not seen any of such post live more than 2 minutes on the forum.
