But that is not how casino and gambling act, that is simply cheating. Or would you name as gambling "If I come to you on the street and say $5 if you guess number I have imagined, I would give you $10". As you will never win or I will never let you win in such prediction. Such actions are not regulated, there are no rules at all. That cant be called gambling.
