Honestly, this thread isn’t necessary anymore since the community doesn’t care about it. Someone might make a mistake by not reading the rules, but the thread you're referring to wasn't created by the forum, it's just a member's initiative to help users who want to rank up. And sometimes, in all the excitement to rank up, people might forget to read the instructions, but that shouldn't be a big deal.
