I think a lot of things do not sit down well with Trump around immigrants and the HIV medication funding, for the immigration, Trump believes the country has been overpopulated with a lot of undocumented immigrants and in his opinion, is one of the causes of security and economic issues the country might be facing. Trump in my thoughts, believe the country is overspending its resources on a large population who have contributed less to the country's growth suggesting that the presence of this immigrants is overburdening. He wants to cut down those costs and whatnot through his mass deportation of those immigrants. Secondly, I think Trump believes that there's a lot of conspiracies or hidden agendas around HIV medication and healths funding especially as far as overseas funding of such programs are concerned. I think he has a feeling that some of these fundings are used for other purposes aside from the purpose in which their disbursed, hence his approach towards cutting down such funding / expenses.
