Because scammers know there are willing victims because of ignorance, they entertain their greediness instead of getting suspicious and asking if this is legit or not. They do not doubt; all that's in their mind is the money that they are going to get if they comply with what the scammers are asking them to do.
It seems this scheme is permanent as long as there are people who will fall for it because of their greed and ignorance.
