From the image appearance here, it is a clear indication of network issue. We don't know if this the same issue with r_victory or different because he said the "page is not found" is what is written on his screen and that has different interpretation. Browser issue and the main cause of such inscription is the network as well. Countries' network defer too. If the country network is very weak it can also caused that.
There are some website that are good with strong network while some can open with even weak network. And probably r_victory location network is weaker than the site but can open other sites. It happens sometimes.
