You need to be a little more specific, in which countries?  In many European countries it's actually the other way around. The unemployment rate is at an all-time low, and a major problem for companies is the lack of qualified labor.

He must be referring to developing countries, mainly third world countries where the economy is poorly structured, if at all and the government has little or no commitment towards the engagement of youths in jobs.

These countries are killers of skills and you're left to struggle so hard to make a breakthrough despite having the skills due to unemployment. European countries are different, most third world countries have limited provisions to even employ qualified labor, forcing those of them that aren't resilient enough to swim against the current to consider crime and fraud as an alternative for survival.
