Can someone actually show us if this service was one of those that were seized by the German Government? How come they are still operating with the old domain name (EasySwap.biz) redirecting to their new one (EasySwap.me)? I am thinking of reporting them, but I want to be sure that this service was actually seized.

Or were they forgiven?
I think the only possible explanation here is the the government only seized IP addresses and servers but not domain names.
They have not provided any updates on this forum bit it can be seen clearly that the site is back online and running. Never the less there are many other exchangers that can be used in lieu of Easyswap, so you won't actually need them ever.
