I don't get how do you pay to the affiliates.

From what i understand the winner of the raffle gets the 100% of the tickets sold, if each ticket cost 0.001644 and you sold 1000 tickets then the winner gets 1.644 BTC, but if the if it's an affiliate who buy those 1000 tickets then someone gets a commission of the 50% of the tickets. So, where does that commission come from if the raffle pays 100% of the amount?

I'm not sure if I missed a rule. I hope you can explain how that works.
