I saw it as low as 0.07
in fact, there were no blocks for half an hour, the difficulty was stuck at 4, someone finally found a block on their gameboy advance or whatever they used to mine, and the difficulty went all the way down

whenever the difficulty goes up, miners stop mining and wait for it to decrease, but then there is nobody to find the next block to get it back down
I get like 5+ blocks a minute when I connect my miner and then the difficulty goes up and I mine something else, lol
