I guess Central Bank of every country are the ones entitle to print money for their financial institutions to have access to the money to distribute to their citizens, and there are some law and police that guide the central bank which they will not break the rules no matter the situation of the country.

I don't know the country you came from, whenever you see new money all over the country show that president has given ord of go ahead to the central bank governor to print more money for the government to fight the inflation in the country because inflation is the major challenges many countries are facing today. Whenever you see deflation in the country, by seeing the price of communities reducing from city, town are villages know that government has won the fight against inflation.
