I checked the first few addresses and it seems you are on to something. This is an extremely serious farm and all the accounts should be tagged based on the "Only one (social media) account per person" rule. However, the tags should be issued by the bounty manager as the problem solely affects their business. If they cared at all about quality control, they would issue the tags.

One time a couple years ago I reached out to him, informing him that several of his campaign members were cheaters, and he didn't respond. So I gave up caring.
