Dollar-cost averaging works the same way with any type of investments. Not just Bitcoin. It means that you are investing a fixed amount of money (dollars) at regular intervals.  It is not about buying a certain number of satoshi, but about spending the same amount of money each time.  And people have been using this strategy to invest for many, many years.  Long before Bitcoin became a thing.
So, I am guessing that I could go the commercial bank I use, ask to see the manager and tell him to secure an account for Dollar (or my local Fiat) cost averaging and it would be a great idea? Or perhaps I go to see a seasoned broker and explain to him about his help on managing a dollar cost account and they won't see it as weird right?
