You are absolutely right that Liverpool is strong, but looking at their record, we don't think Liverpool's performance is strong enough to make us feel that Liverpool is strong. Liverpool have performed poorly in some matches due to which Liverpool were considered weak and therefore no one is considered a stronger team than Liverpool in this league. Manchester City has been eliminated due to their poor performance and weakness, if they had played well and maintained the win list in their record, they would not have been out of this league. I agree with you but the teams that are in the game if they play well they can beat Liverpool but in this league we will see a lot of solutions but the teams that were more favorites are out.

Liverpool had 15:2 goals and 21/21 points after 7 games in the Champions League before they gave themselves a break against Eindhoven. They had a perfect record and are close to a perfect record in the Premier League and the League Cup. They had one weak moment in the FA Cup against Plymouth, which can happen to the best sometimes.
