Based on Champions League performance this season, Liverpool is ahead of PSG because they finish first in the Champions League group stage and they lost just one match; while PSG manage to make it to the playoff but showed their strength in the playoff which is why the debate of either they are stronger against Liverpool or not.

Nevertheless, I am in support of Liverpool because PSG is not a team to rely on in the Champions League based on experience and how they have bottled their leads some seasons back, while Liverpool is in good form and have more quality and experienced players than PSG even though PSG’s coach have more Champions League experience than Liverpool’s Arne Slot.
Liverpool this season in the UEFA Champions League competition have faced stronger opponents than Paris Saint Germaine which defending champions Real Madrid are part of them but never were they beaten until the last game of the group stage when Arne Slot fielded his second fiddle. But Paris Saint Germaine on the other side have struggled to beat the top European clubs they've met this season and that I think simply backs your claim that Liverpool are ahead of them.
That said, I don't think Liverpool's better performance when compared to the French champions is enough to write Paris Saint Germaine off from eliminating the English club when they meet each other in the round of 16. In as much I totally back Liverpool to progress to the next round at the expense of PSG, I think we should also note that PSG have all it takes to get the better of Liverpool
