The reason why they embrace it is because they know the potential and they know that it can really help them also it's the same reason why other governing bodies seek to regulate or restrict bitcoin, because they know the potential and they want the best out of it and less for the people that are within their reign, they know that it can help them line their pockets even more and with more money at their disposal with the help of bitcoin those government can easily fund what is of their interests.

Basically what I'm trying to say is that those that try to regulate and restrict bitcoin know how useful it is when it comes to corruption purposes but they haven't found a way yet that would be flawless and eyebrow raising to the general public and it's a good thing that it's that way because I don't want bitcoin to be associated to something as vile as using the resources of the state for its own selfish interests.
