The best you can have is a noncustodial wallet. With it you will have full control of your coins. You will be able to deposit money into an exchange of your choice accepted in the country you migrated to and also be able to make use of a payment processor.

I hope you know the meaning of a payment processor? Because I do not think this kind of question should be asked at all.


Earlier information to the Op, if you find yourself in a place where bitcoin is acceptable for payments, a non custodial wallet platform can always serve you better without the need of migrating to the regions friendly wallets but if you must execute a trading or exchange your bitcoin for the countries traditional currency, then you must use the custodial exchange.
Knowing that exchange restrictions has been a one known exercise, the governments would only give permit able access to some specific exchange, then you will have no choice than getting friendly with their acceptable exchange.
